Constant Stutter and Constant Disk spiking

Shockingly enough, it was my TV that was the problem. I just unplugged my HDMI cable and moved it into a different slot in my TV and everything is butter smooth now.

The past few days, everything ive tried running on my custom built PC has had constant microstutter, about once every half of a second, very minor but very annoying. Even youtube videos stutter just like in games. I can't figure out what is causing this and have come to these forums as a last resort.

I found out that my disk usage has been constantly spiking (only to about 28% max) but i think it has something to do with my stuttering problem (however i can not find what exactly is causing the disk usage), but i have no idea how to fix this, any ideas?

I've included a picture of whats going on, top left is my disk usage constant spiking

 

Also the cpu temp average is anywhere from 33-46 degrees celcius

I reinstalled windows 10 using the win 10 built reinstall function and still have the stutter, could other hardware be going bad?
