People are saying the 860k will bottleneck the 380. Will overclocking fix it?

Is it worth buying an aftermarket cooler and thermal paste to be able to get the full performance of the 380.

Yes, you only need like a variety BeQuiet! PURE ROCK which comes with paste.

How much better would it perform if I overclocked it higher and got a better cooler, like the 212 evo?

Will it bottleneck? In many games certainly, but not all games!

The best thing you can do is just try out the games you play and see if you are getting a bottleneck situation, where the GPU utilization is low, and the CPU utilization (look as single threaded values, not overall) is very high.

If you do check and the conclusion is that you are not able to utilize your GPU as desired, then yes, a aftermarket air cooler will solve it, but don't go around spending over $30, as it's not really worth it. The thermal compound will be included.

In games like gta 5, or battlefield 4 (64 man servers) you will defo see a big improvement in fps when overclocking (at least I had a decent bump when I oc'ed my fx 6300 +700MHz with stock fan, and couldn't push it further)

in other less demanding cpu games you might see a slight improvement of 2-3 fps, but it minor, and won't really affect gameplay.

If you play cpu intensive games, then yes, it will defo benefit you!

The Pure Rock is better then the 212 Evo by like 7-10 Degree C and is quieter.

Yea I hope to get my 6300 back to an overclock again once I get my case airflow problem figured out. In GTA V I noticed the difference after going back to 3.5 :(

It depends on the game. In many more CPU hungry games, the 860K will bottleneck the R9 380 whether you overclock it or not... and then in some games at stock it will do fine. It all depends on the specific game and how demanding it is for the CPU.

 

Honestly though I'd say an i3 would be a better route... will play most games better than the 860K and would allow you to upgrade to an i5/i7 later on the same board if you wanted some more horsepower or find a good deal or whatever.
