Intel i7 4510U not turbo boosting!

hi i have an Asus-TP500LN-CJ035H with the Intel i7 4510U processor and it says that it clocks in with turbo boost at 3.1ghz but when i stress test the cpu it maxes out at 2.8! wht am i doing wrong and how can i fix it?

it will only run at the max frequency on one core, and for short bursts, for extendedperiods, being at 2.8 on an Ultra Low Voltage notebook cpu is pretty darn good.
