My suggestion is to remove both of the two things you have installed and see if the speed boosts back up. I dont think CCleaner was the issue but i would remove one at a time and test speeds.

Intel Core i7-6700k | 2 X Gigabyte 4GB GTX 970 Overclocked Edition | 16GB (4X4GB) DDR4 2133MHz Corsair Dominator Platinum | MasterCase Pro 5

CCleaner is a piece of poo. As resource intensive as a virus, and will only remove "dangerous" files if you pay a metric buttonne for it to do it.

CPU: I7 4790K(4.6@1.252v)                               Case: Fractal Design Define R5 Windowed(Black)           Cooler: CM 212 EVO + NF F12 iPPC

RAM: HyperX Fury 1600MHZ CL10 2x4GB      Storage: Samsung 850 EVO(250GB) + WD Red(2TB)      PSU: Corsair RM750 (and no, it hasn't blown up!)

MoBo: Asus Maximus VII Ranger                      Graphics: MSI GTX 970 TwinFrozr (1494MHZ Core)       OS: Windows 10 Enterprise

Malwarebytes is great, definitely a keeper. McAfee typically comes preinstalled on certain computers for a reason, I don't use it and don't particularly recommend it.

isn't McAfee pretty much bloatware? Whenever i try to install programs, it is usually recommended. Get rid of it and get something else

My dad didn't have a Norton or that other company license so I just got a McAfee license

You should probably just reset the operating system to factory settings, add more ram if it is being pinned at 100% usage, or add an ssd if you don't have one already. I don't know what computer you have but it might be time to upgrade it or buy a new one entirely
