Best "Non-K, Non Skylake" i5?

I'm looking into upgrading my processor, and am most likely going to be getting an i5. I'm not planning on OC'ing, and not doing Skylake quiet yet. I'm not sure which is the best for the money. So which is best?

i5-4460.  Or an i5-4590 from Jet.

it all maters what you want to spend. each bump up gives you high speeds but don't get ones with letters added after.

My budget is around $180-$200 USD.

with the setup you have now i'd say 4460, and save whatever you have left over for something else.
