Best 24" 1920x1080 for less than $150

Hey guys! I'm wondering what is the best 24 Inch 1920x1080 monitor with a decent response rate I could get my brother for $150 or under.

 

I know you guys know your stuff very well and that's why I'm asking. He doesn't play any FPS games, mostly MOBA's and strategy games.

IPS so colors are amazing. 5ms response time.

 

I own one, and I am very happy with it! Only problem is that it's a very very glossy panel so make sure you don't get that much sunlight on it
