I thought about doing this and from what I could find you can. Most things are on Ebay, rads can be bought for around £20 gbp and a CPU cooler for around the same. Though I have no idea of the quolity am sure they wont be garbage. Now however I have opted for a clossed loop "corsair H100iGTX" not sure what to do with the GPU though.

Doable but NOT recommended.

It's more like 400-500 bucks if you want to do it properly.

Used parts, yes. It is possible, I had a custom loop for my CPU for under £100.
