Can't open any program or installers on WinXP

Hello guys i have a problem with my windows XP it says "make sure you typed the name correctly and then try again" i tried opening anything in SAFE MODE 
still i cant open anything.. im very sure that this is a Virus problem, but i dont want to reformat this computer And i dont have the original CD. and i cant boot on USB i tried same OS but i still cant. 

if you're wondering why XP. its not mine some old mans Laptop he got all his files here so i dont want to reformat it. do i have another option? without reformatting this laptop ?

Take the drive out, plug it into a usb enclosure, and into another computer, and then run virus scans on it. That is the quickest and easiest way of dealing with viruses if you are unable to install things and need the data.

 

Without having the computer in front of me, I cant really provide better advice...

get a linux box, and copy his files to an external drive, then reinstall and put the files back.

since i dont have an Enclosure and im using a laptop i need to go to my other neighbor and put the HDD in his Desktop... it worked Virus is gone thank you guys for the help ! appreciate it
