Questions about servers

So im really a noob when it comes to servers or NAS but i would like to build a server where any device connected to our network can pull files or movies off of the server and stream them. How would i go about setting that up? I have a budget of 200 to 250 dollars (if i could get it for even cheaper, that would be even better) and would like it to be Mitx and completely fan less. a 2tb. Is this called a NAS?

if you want a cheap nas consider something like a synology nas like http://www.amazon.com/Synology-DiskStation-Diskless-Attached-DS214/dp/B00FY6DV3S. There cheap easyier to use and much smaller and lower power than a custom pc.

True, but it costs way more for lower end specs, i cant tear it apart and use it as a pc if i dont need a server anymore, and it costs 250 WITHOUT a hard drive

Yes, that's called a NAS (Network Attached Storage). For that kind of budget you'd be looking at a cheaper synology or WD mycould style unit. Your budget is way too tight. No way you're gonna get an ITX build let alone passively cooled one. Unless it's like used and several years old.

I was thinking of building my own, with something like an am1 cpu. The cpu and mobo would cost 60 dollars all together

That'd be fine for what you're wanting to do. I can't personally speak for the Synology software they put on the thing, but it definitely has the functionality to act as a network share.
