Use the disk manager software

I usually just format while installing a new OS. If the harddrive is external or not connected to your OS, you can just right click and press format.

 

You also have DBan, but that wipes your drive and all data will be lost. This is good if you are selling a system with harddrives included.

Right click in the bottom left and it should pull up a menu and bam there's your disk manager.
