A10 5800k (last gen, so pretty cheap at the moment. The new gen isn't significantly faster at all).
G.Skill Ripjaws X @ 2133 (6 or 8gb is a good amount to aim for).
Samsung 840 (128gb)
Throw in a good sized mech harddrive, FM2+ board, psu and that's the core of a nice little system. Can upgrade to a discrete graphics card when he has the funds too.

Both of these are fantastic budget builds but the APU build I would personally swap out for an i3 at that money.

 

If you change the FX to a Pentium or i3 (i3 is probably more expensive) then you get the intel upgradeability (until the new adm chips come out...) and they have better single core performance and could maybe get a cheaper mobo.

If that's the case then you might as well save up till you can just buy an i5 in the first place
