What Computer specs should I chose?

I have a max budget of $2000 US dollars . I also would like overclock abilities, Windows 10, 1tb of memory, and a ssd is not required. I would like liquid cooling for my Cpu. I would use a full tower case.

I have a max budget of $350. I also would like a Cpu that can be overclocked. I will be liquid cooling the Cpu tool.

an unlocked i7 will fit perfectly :)
