What Computer specs should I chose?

I have a max budget of $2000 US dollars . I also would like overclock abilities, Windows 10, 1tb of memory, and a ssd is not required. I would like liquid cooling for my Cpu. I would use a full tower case.

Don't ask for opinions on a single component.

Ask for a full build.

Give us a budget in your local currency, your location (country) and provide us a link of the store you'll buy the parts from if you are not from the US / UK / CA / AU / DE / ES / IT / NZ.

I chose Windows 81, because it's 10$ cheaper than W10, and you can upgrade for free.
