no motherboard splash screen on startup

whenever i start my pc, the screen is black until windows loads. there is no splash screen to enter bios, but when i take out one of my gpu's, the pc turns on and goes to the splash screen and then windows. what is going on? why doesn't this happen with both gpus? monitor is Samsung u28d590d, connected via displayport. specs are

i7 5960x

rampage v extreme

32 gb ram

2x gtx 980 sc

Try connecting display port cable to another gpu. It happens in sli sometimes, but I've only faced it once.

there's no video at all when plugged into the second gpu

Possibly the GPUs (or PCIe slots) are still initialising at POST.

Motherboards that support fast boot often skip over the POST checks of some things, say USB ports or PCIe slots to speed up the boot process. Maybe that's why you aren't seeing anything on your screen while the PC is starting up.

I assume you installed your windows as UEFI?, try rebooting to UEFI inside the windows.

if fast boot is on, how would I disable it without being able to access the bios?

I assume you installed your windows as UEFI?, try rebooting to UEFI inside the windows.

remove one gpu, go into bios, disable quick boot and replace gpu

You don't even need to do that. If you're in Windows, hold shift while clicking Restart in the Windows Start menu/screen, and you can navigate to an option to boot into the UEFI/BIOS
