Installed a new PCI-e sound card. VERY low capture in the mic.

I have tried turning up the mic volume, reinstalling the drivers, switching PCI-e ports. Nothing. The only time I can get the mic to work is if I put my mouth basically on the mic itself. What is causing this issue? If you need more specifics, please let me know.

I'd bet it's a problem with the driver not working properly, or the card not working properly. Try contacting support.

I also realize how helpful this information is (ie not at all).  :(

What Mic do you have?

Will work for electronic components and parts

It might also be that the mic is simply not sensitive enough. If you go into the Control Panel -> Hardware and Sound -> Sound -> Recording -> Right click on the connected mic -> Levels then you can increase the "microphone boost". It will make the volume sound louder, but you usually sacrifice some audio quality.

onebof the main reasons I buy a better sound card and a better headset or moc is so that I dont have to use microphone bost to my ears it just sounds soo much worse.

do you have the mic plugged into line in or mic in?

line in shouldn't have a mic boost but mic in should as it acts as a preamp.

you may need to go into realtek or via or whatever software your sound card uses and change the jack to mic in.

I have done that, but it says there is no audio going into the microphone when I do that.

have you tried plugging and unplugging the mic once switched? how about restarting? Also what is saying there is no audio?

It picks up A LOT more sound when I have it switched to line-in instead of mic

it should be the opposite.... its this comparing them with the volume all the way up on both (no boost on mic)?

It says "no configurable" under my mic in rewording devices

I dont know what to say about that but if the link here http://goo.gl/4WVJiD is the one you bought thats like one of the worst brands you could get for just about anything PC related and is probably no better than your on board audio. It doesnt even use a realtek chip but a VIA which is not know for anything notably good more of the opposite really.

I have a via on my motherboard, I don't remember being able to swap the uses of the jacks.

the mic should be plugged into the pink jack, the blue jack is line in, pink is mic in.

after that double check the mic levels in windows like LAwLz posted.

Yes that is a iconic realtek feature also on the pic on newegg it has separate line in and mic jacks...

what motherboard so you have that has VIA audio has to be something from C2D era or older maybe 1st gen i7 but I dont find that likely.
