The phanteks PH-TC12DX is a good cooler in the $50 price range. It also comes in different colors like white, blue, black, and red.

Get a Y 3 pin splitter (or 4 Pin PWM signal repeater if you choose black)
 

Mount both to a CM Hyper 212+, it should cool quite well and be pretty quiet. They should max out at around 18-20DBA 12v.
