power consumption on 1 core vs multiple cores

hi guys i was wondering

 

 

if i had a quad core cpu

 

would 1 core at 100% load  = 2 cores at 50% load = 4 cores at 25% load ?

 

in terms of power consumption 

 

on linear load like running Pi

Sometimes it's faster having 4 cores at 100%, do the job much faster and then go back to idle (especially on mobiles, at least that's what I heard)
