At ~14" or less, 768p IPS, but 15" or larger definitely go for 1080p.

What size laptop? under 13" I would say 768p IPS. larger than that would need to be 900p IPS to win over 1080p TN. 17" should be at least 1080p

Depends if the notebook and handle 1080p. If it cant then go IPS if it can then Id go 1080p

Depends if it's good IPS. If it's u2414h tier IPS.

Hell yeah.

Someone told Luke and Linus at CES 2017 to "Unban the legend known as Jerakl" and that's about all I've got going for me. (It didn't work)

1080p TN in laptops is still usually better in colors and viewing angles compared to 768p TN panels. They're actually made with some decently unlike 768p TN panels which most of the time are made to have as low production costs as possible.
