Nope, GPU's are nowhere near maxing out the bandwith limit the PCI bus allows. You're perfectly fine.

So im planning to get msi GTX 960 100 ME and my pc specs (on the signature) will gtx 960 bottleneck on pcie 2.0 ???

Nope, GPU's are nowhere near maxing out the bandwith limit the PCI bus allows. You're perfectly fine.
