My 270x :

Frames Per Second (Higher is better) Min, Max, Avg
Pass 0, 37.423981, 86.827225, 60.907455
Pass 1, 10.039322, 101.788834, 70.168129
Pass 2, 6.183200, 108.884262, 70.827492
Pass 3, 14.282405, 107.915680, 73.042480
Pass 4, 0.730657, 153.103119, 67.572105

Very High , 1440x900 2x MSAA.
He needs to use the SMAA launcher if he doesnt want artifacting but yeah amd cards perform well in my experience.

Why do you put black text. I can barely read it and I'm on normal theme.

Yeah, I play at 1080p but I don't think that's very far off from 1440x900. I play with everything maxed except only 2x msaa, grass on high, TXAA off, reflection msaa off and only some advanced settings on.

Well, yeah. Thing is, GPUs older than Tahiti may have some performance issues.

All I can say is that it's some kind of mobile gpu from 2 years ago at least.

Ahh, I've never used 900p, I just assumed it was pretty close to 1080p.

Its that significant?

1080p has almost twice the amount of pixels.

There's no 2 years old AMD mobile gpu that is decent by today standard for GTAV unless you talking about 7970m which is a slower 7870.

What CPU he's using and what resolution?

Pretty sure a 2 year old gaming laptop can take GTA V at 720p at 60 FPS with everything on low...

I don't know the rest.
