In terms of raw power gtx 760 sli should perform slightly better then a gtx 780. However remember that you might need to invest more money into a better motherboard and or power supply. 2 gb of memory should be enough for 1080p and maybe 1440p gaming. However if you are planning to play at 4k, you should go for the 4gb 770. Here are the benchmarks:

What resolution will you be gaming at? For sheer power the dual 760 will be better by far, but if you're playing at high resolutions and you want to keep the computer upgradeable and without the trouble of SLI, the 770 will be the better choice. Honestly I would just suggest you buy a 780...
