Visual C++ redistributable (86) file has a publisher written in what looks like russian.. help?

Hi im looking at a friends laptop (that terrible friend that leaves you questioning how they manage to fuck it up this bad ) and i noticed in the installed programs that the latest version of Microsoft visual C++ 2012 redistributable (86) - 11.0.51106 has some foreign (looks Russian) language were its should say Microsoft Corporation under publisher like the previous version do.

I've tried googling it to no prevail but in still not sure if it an infection of some sort or how to roll back to the previous versions if it is.

any help would be sweet.

its also running vista.....

I'm 90% sure he downloaded something of the internet, the download said he needed Visual C++, he downloaded it from a link given by that first download and just downloaded something fake of a Russian site.

I would say install, but I would also say to just install Windows 8.1, because Vista is a big nope (especially on laptops)
