CPU troubles (I think).

Hi guys, I recently got a new i7-4770k cpu and I've had a lot of issues with it so far.  Right now, I'm not sure if this is normal, but I'm running at 0.8GHz, even when I launch my games, it doesn't go up.  Games like ArmA 3 MP (which is very CPU intensive) just crash upon start up.  Could anyone help me out here?  Or is this normal?

maybe change any overclocked components to stock speed, or try carefully putting the CPU in the motherboard again and make sure the CPU heatsink is making contact.
