MSCONFIG Advanced Boot number of processors

In the msconfig menu on windows 8 (and 7) under the Boot tab under the Advanced options

So that is: 

win+r->msconfig->Boot->Advanced Options

 

There is this option called Number of processors and it presents a drop down menu with the number of processors. By default it is on auto, but I've been having some issues so I might need to change it. I have a question about what it does and how it behaves, the internet doesn't seem to give me a clear answer. Does it count in hyperthreading as seperate processors? And what does changing a lower number have for impact? As far as I know you can only turn off ht in the BIOS and turning off physical cores would be even different. So what happens when I choose a number lower then my default (which in my case should be 8 if HT counts, 4 cores 8 threads)?

 

As a side note, the issue I'm having is mouse stutter/skipping on Windows 8.1 64 bit (not just in games, anywhere in the OS)

Edit:

Changing the amount of processors to 8 fixed my issue, as it has been reported on the internet before. Which is very very odd, I've done multiple restarts before and that didn't do anything. I have not changed any changes besides this nor did I install any updates. This is very odd
