Sometimes when I make build list in pcpartpicker it says my ram voltage is ofer the haswell refresh limit basically it says the limit is 1.5v but if the ram say runs at 1.65v should I be worried

Pls help

It's intels "recommended" safe limits, but you can ignore that really. Think of it like when overclocking. You put more volts into the core to get a higher clock-speed above what is possible with the pre-set safe voltage limit. It won't really do anything, you shouldn't be worried unless its crazy high voltages going through it.

As above, running at 1.65V will be required for the RAM to reach its advertised speeds/timings. You can run it at a lower voltage but you'll need to dial down the bandwidth and loosen the timings for it to boot.

You should avoid RAM that needs 1.65V to run at 1600mhz

It's fine. I run a kit of 1.65V 1600MT/s RAM on my Z97 Pro and 4790K, and there are no issues.

I also run 1600mhz 1.65v as it was mainstream at the time of buying (over 2 years ago). I can run 1.5v 1333mhz, it runs fine either way. :)

Its no problem. Haswell has a FIVR (fully integrated voltage regulator) so it gets only one Vin. RAM voltage comes from a separate source, and has nothing to do with the cpu, so if your ram is rated at 1.65V, you need to run it at that
