How can you tell if a monitor has an IPS, TN panel etc?

When buying a monitor how can you tell the type of panel the monitor has? 

 

I am looking for an IPS monitor roughly 21.5/22 inch (no bigger). What's the typical price of an IPS monitor vs a VA or TN monitor?

If it has bad viewing angles and colours don't look right/accurate it's a TN but they have improved over the years. IPS is usually 10-20 pounds more than TN IIRC.

When buying, it should say in the description. The one you linked says it is a LED monitor.

Led isn't a panel type, it's a backlight type

I thought so, but next to panel type it said LED so I guessed it was something I hadn't heard about or something.

Oh, it actually does, typo, but it also says backlit after so I'm a bit confused, it was a typo, but like a half typo or something. Does that make sense? Probably not, sorry in that case :(

IPS or VA is a selling point.  If it doesn't mention the panel type, then it's a TN panel.

This. Companies that make or sell VA, IPS or even PLS will always advertise the panel type. If the retailer doesn't mention the panel type, then it's almost certainly a TN panel. Scan are good with their item descriptions, but if you aren't sure then a quick Google search for the item will generally get you more information.

As for the LED spec, that means that the backlight is using LEDs instead of cathodes, which is very standard now.

Edit: If you want a very highly recommended IPS monitor then you should check out the Dell Ultrasharp U2312HM. It is a great monitor, but it's 23" and is rather expensive.
