FPS nukes when getting shot or hitting shots on someone (and from more things)(rust)

My fps drops when someone hits me, or i hit them, as well as drops when i pull out guns and i commonly have stutters every like 5 seconds on ukn training grounds. I quite literally have a brand new pc less than 24 hours old since i finished the build, the specs are
ryzen 7 7800x3d
4070 ti super
850ce nzxt psu
32gb ddr5 corsair vengance
purple asiahorse cable extenders
240mm rgb elite corsair aio
1tb crucial ssd
msi tomohawk b650 mag wifi plus
this shit is unbearable and i have spent the past 2 hours trying to figure it out, rust is the least optimized game on earth. does anyone know how to fix this bullshit

edit: ive done some testing and ive found that the gpu usage also nukes with the fps when it happens
if needed i will show a video of the lag happening in gunfights and just happening

If the FPS drops when it happens, it signals a CPU bottleneck. But with a 7800X3D...

 

Let's check the most obvious stuff first. Latest Bios? Latest AMD chipset drivers? EXPO profile loaded?

Check monitor settings is g-sync enabled? Try disabling that.Vsync should be disabled as well. Check if Fullscreen is making a difference. Check if windowed / borderless is making a difference. Make sure the rest apart from Expo is auto. No overclock or curve optimizer in bios.

ive tried it both on and off with v-sync g-sync fullscreen borderless, windowed, xmp, expo, if i need to i can reset bios settings than go off from there

When I encounter this somewhat same issue in other games it is eitcher cpu or ssd. If its only happens in rust and no other game , check ssd health or check files/windows if its allright.

I can try validating the files but my hardware is practically brand new

If asking rust was helpful then i wouldnt be here, you can obviously tell that the developers dont play theyre own game. Rust is optimized for 5 year old graphics cards

That happens with my all-AMD system too sometimes... have you tried to do a fresh install of the GPU drivers? DDU?

nope, not yet but i doubt that would be the issue as my computer is like 3 days old now
