I figured it out. It was some weird interaction with clearing CMOS and the SDD i had in. For some reason after I took the drive out it booted to a screen saying like BIOS setting have changed would you like to load defaults". After that it started booting into BIOS without a problem.

Issue :  Not posting and can't tell if this motherboard has any way to tell me where its at in boot up.

Fans are spinning, GPU has power, BIOS Q-Flashed to F23. I'm kind of at a loss so any help would be appreciated.

Motherboard: Z490I AORUS ULTRA

CPU: i5-10400

Ram: 64gb Crucial DDR4 Pro

GPU: Arc B580

What is the exact memory kit that you have?

What SSD / HDD are you using?

Since the motherboard has no Debug LEDs, you'll need to purchase a motherboard speaker, plug it into the header, and listen to the BIOS beep codes.

Put the speaker on it just keeps doing long beeps without any significant pauses
