Budget (including currency): around 2250€, but flexible

Country: EU (assume German pricing)

Games, programs or workloads that it will be used for: Programming, 1440p ultrawide games (racing games among others)

Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc): I'm purchasing this new pc because my R7 5800HS/3060 6gb laptop can't play basically any of the games at a "playable framerate" (>60fps) at 3440x1440. I value both silence and low temperatures in my pc. On one hand I would like to minimize cost, but some of the parts offer alluring features, and I would value input from you guys. The prices for used parts are borderline insane so I would prefer to buy a new build.

 

Let's go first through the parts I will probably not be changing my mind about, increasing to parts I'm most unsure about.

Case: Fractal Design North in white @ ~130€: I just like the visuals.

Storage: WD SN850X/Crucial T500 2TB @ ~150€: Cheapest 2tb non-DRAM-less TLC SSD that I can find at the time of purchase.

PSU: Seasonic Focus GX-1000W @ ~130€: I would maybe substitute this with an ASUS or a NZXT for a better price but I wouldn't like to support either company. If anyone is aware of a nice semi-passive 1000W PSU with nice white cables please let me know (up to cca 200€).

CPU: AMD 7900X/9900X @ ~300/400€: 9900X is a bit more power efficient -> quieter pc, but I don't think I'd spend more than 50€ more for it

RAM: 2x 32GB 6000MT/s CL28 @ ~250€: I'm not sure if CL28 for 50€ more than CL30 is worth it or versus CL32... I know it's a couple percent better, but I'd like input from you guys

CPU cooler: Arctic Liquid Freezer iii 240mm/Noctua NH-D15 v2 @ ~40/150€: I don't think Noctua is worth it. I can get an Arctic Liquid Freezer III 240mm with the same 6 year warranty for 40€. But it's so tempting....

GPU: 9070XT/5070Tis @ ~720/850€: I don't know how much value I'd give to G-Sync and CUDA. I'd really like a 9070XT but those two features tempt me towards a 5070Ti. Furthermore, how much value should I put on Sapphire VS XFX? I think the Sapphire one has a really nice cooler and I've heard good things about the warranty, but is it worth 60€ more?

Motherboard: ASRock B650 PG LIGHTNING/ASRock X870E Taichi Lite @ ~160/400€. I would really like more than 2 PCIe x16 (x8 electrically) slots because this PC will eventually become my server. This feature is only present on really high end motherboards (380€+), like the aforementioned Taichi (Lite), MSI X670E Carbon, ASUS ProArt/Maximus boards etc etc. Would it be worth spending more for such a board given such a board given that I won't be needing that feature for at least 3 years? Those motherboards do have a nicer IO, especially the ProArt and Gigabyte AI Top boards with the 10G NIC....

 

Any opinion about any part of this configuration is greatly appreciated.

If you're into sim racing a 9800X3D will be really good 

Not sure the lesser number of cores vs 9900X will make a huge diff in programming unless you compile for hours

Rest is good, but for cooler I'd go either LF3 360 for quietness or a good cheap aircooler, TR PS120/PA120

The LF3 doesn't fit in the north, at least not in a pump friendly-way '^^ (maybe a 280 in a North XL?)

The 9800X3D is a fair recommendation, but it is about 500€ and I think I'll be GPU bound anyway

Knowing what country you are located helps us help you seeing how every country has their own VAT, available inventory and prices.

You can assume German pricing. Even if they don't ship outside of Germany there are parcel forwarding services that charge far less than the difference in price here vs Germany.

Ok, the North is rather small indeed

Anyway a 240mm AIO will be ok (but not that better than a good aircooler)

Advantage of a x3D chip is also more stable framerate/better lows - maybe a 7800X3D if the 9800X3D is too expensive/bad value

It's max PCIe lanes. If you check the specs list you can see that other slots are running off the chipset, at max PCIe 4.0 x4. You can check my post, there are only select boards which offer more than 1 PCIe slot from the CPU.
