Can a bad DP cable cause artifacting like this? It only appears after the PC was turned off for a while. It is only visible in bios and during windows boot, it disappears before Windows gets to the login screen. Only the bottom 2/3 of the screen is artifacting. Happens both when plugged in to mobo and the GPU. Other than that, the PC functions completely normally.

iirc BIOS interface uses some ancient forgotten video display, I won't really bother if it doesn't artefact anywhere else

Weird. It worked fine until about a week ago. I haven't updated the BIOS in months. I'll buy a new DP cable tomorrow, maybe that will fix it.
