Are the springs in the way? That's intended for whatever reason. If the cooler seems like it won't move in the slightest, then it's most likely good mount if done correctly.

They are like that to provide extra pressure over the entire cooler. The screws have a bottom out feature on them so they can only be screwed down to a certain degree preventing damage to the board and cpu, the springs then take over adding extra pressure without harm
