Hello Everyone, 1st Post here:

Me and my dad decided to build a pc together, and can't get the PC to Post or Boot, or show any signs of life. Everything is still in warranty and can be returned.

We Returned the Motherboard
 (Because we thought that was the issue) and purchased this one in its place:

Here is all of the troubleshooting we've done:

(Outdated) We did all of the Bios updates for the Gigabyte board (Now Returned)

We tested the Power Supply according to this tutorial (Before the Multi-Meter Stuff): 
https://help.corsair.com/hc/en-us/articles/360025085372-PSU-How-to-test-a-PSU-Power-Supply-Unit
The tests came back showing that it is functioning properly

 

We re-seated the ram, gpu, and all of the power connectors (Both Motherboards)

 

We tried jumping to power button pins (Both Motherboards)

I've tried looking around online, asking ai and all, but we've exhausted all of the steps given. If anyone has any insight to what our issue could be, help is greatly appreciated.
