Built a new high-end(?) PC but CPU reaches 100% usage and then drops and causes stuttering in ALL games.

no matter the graphic settings in games, no matter the game/app. I ran a cinebench and it was doing the exact same thing, only to my computer.

 

My PC specs:
Ryzen 7 5800x
RX 9070 xt
32gb ram
2x 2tb SSD
B550M K motherboard
Noctua NH-D12L CPU cooler

 

Thermals in the GPU stay around 50-60 celsius and rarely go above, CPU stays around 60.
I open games and they run as normal, the game runs at around 100usage and then after about 5 minutes the CPUs usage will begin to drop to 20 for a second, and my game will stutter for a second, and this repeats every 30 odd seconds. I've tried everything that anyone else will find by searching it, limiting the CPUs usage to about 80 just gave the same result. XMP is on. Nothing seems to be thermal throttling, and i dont think its a bottleneck issue. Can please help!

Okay, first unlimit the CPU usage, that can’t be helping.

 

Next, is the windows install old (as in did it come from a different machine)?

I might be experienced, but I'm human and I do make mistakes. Trust but Verify! I edit my messages after sending them alot, please refresh before posting your reply. Please try to be clear and specific, you'll get a better answer. Common build advice:

1) Buy the cheapest (well reviewed) motherboard that has the features you need. Paying more typically only gets you features you won’t use. 2) only get as much RAM as you need, getting more won’t (typically) make your PC faster. 3) While I recommend getting an NVMe drive, you don’t need to splurge for an expensive drive with DRam cache, DRamless drives are fine for gamers. 4) paying for looks is fine, just don’t break the bank. 5) Tower coolers are usually good enough, unless you go top tier Intel or plan on OCing. 6) OCing is a dead meme, you probably shouldn’t bother. 7) "Bottlenecks" rarely matter and "Future-proofing" is a myth. 8) AIOs don't noticably improve performance past 240mm.

Ok,CPU usage? That's not normal unless the games compile shaders, which they only should do once in a while.

 

Which games? Kinda sounds like just the usual UE5 slop...
