I bought a 7900 xt on eBay, I thought it was just needing a bios flash because it would boot but had artifacts. I switched the bios to silent and am still having issues. It cannot boot games and makes a weird noise when using furmark. I have not uninstalled my nvidia drivers as somehow I am not an admin on my own pc and cannot go into safe mode, I also have a 600w psu, but I am getting a 1000w tonight and will follow up after that. I have attached videos of the noise and artifacts

Files you uploaded are not supported for preview. I recommend converting to mp4 for compatible video format. You'll likely need a trusted third party app for the phone or you'll need to use a trusted video editing application on your computer to perform the conversion.

A BIOS flash will pretty much never fix that, usually the sign of bad RAM / GPU / cracked solder joints

Is there any visual damage to the graphic card's PCB, like its traces?
