The one at the bottom is just for high end overclocking and stability.

You can use the motherboard as normal without using the bottom 8pin, its entirely optional.

MSI is not doing a very good job explaining what this connector is used for.

You are not the first person to ask this question here.

The bottom one is for extra power for PCIe slot, it's not needed for casual users, heck, I doubt overclockers needs it.

Yes you can use the motherboard fine without plugging a PCIE cable to that one, I have that motherboard, I don't plug cables to it.

In fact, I also only plug 1 CPU power cable on the top headers.

It's more than enough, at least for a 9800x3D

oc to normal max 5.5 Ghz if ever oc, probs go with 9700x non x3D since i do work in blender and multi task not just gaming so 3d version would be kinda waste for me.
Dont want any shutters, cpu getting toasted like on asrock mobos, rather pay more just to be safe. And just one gpu and some m2 ssd's. Nothing crazy

You would probably need that if you overclocked a 9950X3D and shunt modding a 5090..

I have a 9800X3D running at 5.6Ghz all core on a standard ASUS TUF B650 PLUS WIFI.

We have never needed this connector before and we probably dont even need it now. It just a 'feature gimick'
