iPad lockout without any access to email

Can anyone one help with a work around to unlocking a locked iPad. My girlfriend niece is disabled and locked herself out from her Ipad. No one has access to the email that it was assigned to

,Apple and or Amazon won’t help.

 

is there anything I can do to plug into a windows desktop and complete wipe it so it’s new so they can start all over again on the device
