Lian Li fans stroking out

Just installed all new set of wireless lian li infinity fans and for some odd reason the fans on my cpu keep changing colors really fast and going to max rpm for a second then going back to normal. Sometimes another set of fans will go to max rpm but the rgb doesn't get all finicky. I replaced the controller, swapped usb ports and power headers. I even swapped out the usb and power cable for the controller but it didnt change anything. Running daisy chains off sata cable and not on board. And I also did a fresh install of L-Connect 3 and turned off all rgb platforms to see if that would resolve it and nothing has fixed it.
