I just built my first ever PC and I have a little question. When I either press the power button or restart the PC, the lights on the top right of the motherboard lights up as shown in the video:

Red in the upper one, orange in the one underneath and then it kind of switches around, and when the green light comes it boots. What causes this?

These lights indicate the status of various components like the CPU, RAM, graphics card (VGA), and boot device during the Power-On Self-Test (POST) process. If you see a light after the POST, it signifies a problem with that specific component.

The lights will show you what is wrong if it doesn't boot and you are able to troubleshoot easier if its a RAM or CPU problem for example.

Mine does this too every time I start my PC.

that is your motherboard doing its post(power on self test) sequence to make sure all the parts of the pc are working as they should, and if say your ram, gpu, cpu, or windows storage it would light up the light for the parts that failed the post
