Currently when streaming I have very little headroom for gaming on the PC around 20%- 30% is free but after loading a game I'm pegged at 100%.

Budget (including currency): £2500

Country: UK

Games, programs or workloads that it will be used for: VNyan (VTuber Software), Leap Motion Hand Tranking, OBS, Unity, Substance Painter, Varity of Games, DaVinci Resolve

Other details I am currently using a 9900K, RTX 4080 Supreme 32GB DDR

I am looking at upgrading my CPU, I currently torn between Intel Ultra 9 285K or a AMD 9950X3D

I was leaning towards the 9950x3D but I don't fully understand how the CCDs and Core Parking works and after reading up, I seem to come to the conclusion I would just be at the same Core Count and Threads as my 9900K while gaming.

You can't only go by core count when it comes to gaming though.  8 cores and 16 threads as still plenty enough but the improvement in IPC on a 9950X3D over a 9900k is incredible...  Games dont really use more than 6-8 cores properly.

I jumped from a 9900k to a regular 7700x and saw a decent uplift in the max fps and a HUGE improvement in the 1% and 0.1% lows in games.

I am now on a 9800X3D and saw an even bigger increase in performance.

This is with a highly overclocked RTX 4080.

9900k and 4080 combo was unplayable in some games due to the stutter caused by the 9900k.

To be quite honest thinking about it, Most of my stuttering did start after I upgraded from a 2080TI that was BSOD.

I was thinking of the 9950x3D because I do use a lot of background tasks while streaming, I have Webcam Face Tracking, Hand Tracking a 3D Model and OBS streaming 1080p 30FPS

The 9900k is just not fast enough to keep up with a 4080 and the 9700k and 9900k are well known to be a cause of stutter.

The 9950X3D is the way to go in my opinion 🙂

How does core parking work while a game is open? Does it load OBS and all of my apps on to 1 CCD while the game is detected?

1080p 30?

Isn't that lighter than Discord steaming?  You can do that on an 8c without issue.

Your other things don't require a 16c/32t monster.

A 9950x3d is for PRODUCTIVITY not light steaming and multitasking.

Would you buy an f350 to get a few bags of mulch from home depot?

Folks needs to understand the actual load put on a modern CPU, and what it can easily handle .

A 9800x3d is more than enough.

I output to Twitch 1080p 30 FPS

Light Streaming, I am running a lot of other things on top like VTuber Software with ARKit Face Tracking, Leap Motion Hand Tracking, Streamer Bot, Discord, Spotify and then a game on top

Yeah, still not much.  If anything it'll impact ram to have a lot going on.

What's your ram usage like?

The 9950X3D would be a huge performance uplift. Most games will never use all 16 cores, thus leaving cores available for streaming. Also, it boosts up to 5.7Ghz instead of 5.0Ghz. Yes, you're right, only 8 cores will be usable at once, but they're faster cores. If you're gaming mostly, AMD is better usually, though the Intel CPU has more cores (8P+16E) but also doesn't have X3D cache. Maybe in your case the Intel CPU would be better,
