3070ti fans ramp up to 3600rpm every couple of seconds (Gigabyte triple fan card)

I am having issues with my gigabyte 3070ti. It seems to ignore all fan curves and ramp up over 100% fan speed. I have set a fan curve on Afterburner to constant 100% fan speed (for troubleshooting) and i can hear it work, but when it goes under load and approaches 75C it immediately jumps to over 3600rpm. I have a case that is mostly mesh, it is clean from all dust. I have big fans that move incredible amounts of air from the front to the back of the case. Under load the gpu cannot help but constantly go from 2050rpm to 3600+. I have even tried curves that max the fan at 80% or have a 5C 4 second hyperstasis but it ignores that as well at just runs at 3600+rpm every 4 or so seconds. I cannot even try to undervolt because of the non stop change in temps, voltage, and everything else. I have also tried switching to both bios the card has. 

 

The system even seems to level out at 75 and after a while of sitting there the fans go crazy. I feel as though the thing would settle down at about 75 or 76 at its reasonable fan speed if the fans stopped going rouge. 

 

Also, I have reseated the ram, graphics card, and power connectors.

What is the temperature on the hotspot? You can see that in GPU-Z. It could be that it's trying to save the hotspot from going too high
