i upgraded my case and there is 4 argb coolers which connect to argb hub and i have control of colors only on the top of the case and i would like to control it of my pc my motherboard is msi z390 gaming plus socket1151

The fan(s) need to be connected to the motherboard argb header for that.
If you use a hub, then the hub should be connected to the motherboard instead, usually either through MB's argb header or usb2 header.

Whether or not the included fan and/or hub was made controllable by motherboard, idk.

Never heard that brand and not much info about it
