Anybody recommend a good computer for video upscaling for under $2k I need the best components I can get??

Anybody recommend a good computer for video upscaling for under $2k I need the best components I can get?? I currently have a 5700G 32gb DDR 4 3200mhz and 4060 TI in a some what slim case. I am just looking if I can get a better system then I have now.

 

Budget (including currency): $1500 to $2000

Country: US

Games, programs or workloads that it will be used for: Video Upscaling

Other details I want to us a Cosair 4000 or 5000 series PC case.  I just need the PC and nothing else I already have monitor keyboard and mouse.
