Hello, i recently upgraded from a 3060 12 gb to a 7800 xt and its been great so far with one exception, whenever im playing a game in fullscreen and watching a video on my second monitor, the video starts to stutter and the moment i alt+tab or such it fixes itself. I've noticed it most while playing The Binding of Isaac, when i press F it automatically fixes, but when i go to fullscreen again the video starts to stutter. Only fix I seem to have found is to set my second monitor as my main, but as you can probably guess that is not really a fix for me and my gaming.
For browser I use firefox, used to use brave, tried it there in case its a browser issue, didn't get better results.

did you use DDU to uninstall the Nvidia gpu drivers?

I've seen instances where turning off hardware-accelerated GPU scheduling has fixed video playback stutters, I'd say it's worth a shot ( reboot after changing it just to be sure )
You could also try disabling windows MPO ( known to have some issues with AMD cards )
