Games freezing with GPU Utilization going to 1%, please help!!

Hey guys! I need some help with my computer.

I've been having some weird freezing issues with a couple games on my computer.

Team Fortress 2 will freeze entirely, no audio, no video, nothing, for around five to ten seconds.

Watchdogs 2 and Ghost Recon Breakpoint will stutter constantly for a bit until freezing, audio continues but the game is totally frozen, and doesn't unfreeze.

Roblox will freeze for around five seconds with audio continuing, and then it unfreezes.

During these freezes, my GPU utilization goes to 1%.

Games like GTA V Enhanced, Gray Zone Warfare, Helldivers 2, and Fortnite run just fine on my computer.

I have updated my graphics drivers, reinstalled my drivers, and reinstalled windows.

These issues have persisted even with these issues.

My computer specs are listed below:

CPU: Intel Core i7 10700K

GPU: NVIDIA GeForce RTX 2080 SUPER

RAM: 2 Sticks of Corsair DDR4 Ram

All my games are installed on a Samsung SSD 860 EVO 2TB.

I built the setup myself around 6 years ago.

 

If there is anymore information I need to provide, I will gladly provide it. I really just want these games again.
