well seeing as you have zero requirements for the hardware other than low power usage 

buy a cheapo chromebook. something in the 3-400$ range should be maybe all of 60 watts and browse the internet the same as any cellphone.

you aren;t going to be building a pc from scratch that cheaper and lower wattage than an entry level chromebook.

a little minisform nugget will be more space and electric efficient without having the negatives of a chromebook

Power differential will be negligible between prefab and diy given described usage. If usage is that critical spend some time tuning available BIOS and o/s settings.

80+ ratings certify electrical efficiency. Not quality.
