My current set up includes:

Intel Core i7-11700K

ASUS TUF RTX 3070 Gaming OC

MSI Z590-A PRO (MS-7D09)

64 GB DDR4 1600 Mhz 

32" 1440p - 165 HZ Monitor

 

I am thinking of upgrading my GPU and PSU only, if I have some money left, I would like to upgrade my AIO. My current one is a 280MM Cooler Master, and I can sometimes hear bubbles moving in it. For gaming, do I need to upgrade my CPU?

Hes probably getting 1600mhz from cpuz or something so no its just at your usual 3200mt/s ie advertised ram freq

As for the gpu pricing for the 9070xt is complete dogshit in the us you really are better off with a 5070ti

 

the difference between the 9070 and 9070xt is 200$ in the us and the 9070 when flashed with a 9070xt bios and overclocked will match the stock 9070xt anyways can even beat it too depending on how far you oc it

I got the 1600mhz from hwinfo, my psu is a 650 W, not sure of the brand, but it is from 2021

I assume that's a typo - DDR3 1,600MHz was a common speed but there isn't any DDR4 that slow. If it's 3,200 or 3,600MHz, it's fine.

 

CPU is fine. I have a 10700K that's still enough for another 2-3 years (I'm thinking of upgrading in 2027). I'd say the same about the 11700K.

 

Everything else you've mentioned is good to go.

 

AMD's minimum recommendation for the 9070XT is a 750W PSU.

 

The suggestions from @Timme are good for your budget in the current market and I'll happily second that recommendation.
