Youtube drops frames on chromium based browsers when not in fullscreen.

CPU: Ryzen 7 7700
GPU: 7900GRE
OS: Windows 11 24H2

Youtube drops frames on chromium based browsers when not in fullscreen. It only happens on qualities like 1440p and above.
So it got fixed the one time I used DDU to uninstall the GPU driver and reinstall it. but then the problem came back when I restarted.
I managed to find a workaround
I found the rogue service (I think) in AMD external Events Utility. and indeed when that's disabled the problem is fixed. 
However that creates a new issue with games where the framerate will be very low unless alt-tabbed multiple times.
so basically every alt-tab might fix or worsen the framerate significantly, for no apparent reason besides this service being disabled.
I'm lost...

Have you tried if Youtube drop frames in Firefox based browsers aswell?

If that works better but you still want to use Chrome you could just use a Firefox browser for Youtube and Chrome for everything else.

yeah it works fine on Firefox. I think that's what I'll do if I don't find a solution. I just generally like using Brave (and also besides Firefox everything is Chromium)
I also forgot to mention (feels needless to say) the issue doesn't occur with hardware acceleration off (so offloading video decoding to CPU). I might do that alternatively if I can't manage to find a solution.
