Help with PC turning on but not booting

It's really hard to see as they're extremely small. But as far as I can tell, no, none of them are lighting up when I turn the system on.

If none of them are turning on at all I would lean towards it being either power supply or the board itself being problematic.  If you are also having some fans that are plugged in to the board that are not starting with the rest of the system that doesn't bode well for the board's functionality.

If you have a known good power supply that you can plug in (even if it's something smaller, just to see if you can get a POST), that would be my next move.  Should the board do the same thing with a known good power supply I'd say you have a bad board.

I just finished putting together a new PC and it turns on with RGB and fans spinning, but I don't get a display signal on my monitor.

Things I've tried:
- Making sure all the connections from the components to the PSU and vice-versa are plugged in correctly.
- Used different working cables (HDMI and Display) for the monitor. Also connected my laptop to the monitor and it displayed the screen so I don't think the monitor or cables are the issue. And yes, I did make sure the correct input display is selected in the monitor and that the cables are connected to the PC's GPU and not the MoBo.
- Removing the GPU and connecting the monitor cables to the MoBo instead. Still no signal.
- Swapping out the RAM sticks and only leaving one and turning the system on. Tried with both, no dice.
- Short-circuit the CMOS pins. I'd like to believe I did it correctly but it's hard to tell.
- Tried flashing the latest BIOS version. Didn't work, all I got was a green LED light up a few times for the first five seconds and then it stayed on. Used a 32 and 4 GB USB sticks.

Odd things I noticed:
- The AIO fans on the radiator do not spin, but the RGB lights turn on. Also hard to tell if water is going through the pump as this is my first time using an AIO cooler.
- Small LED lights on the MOBO (CPU, VRAM, etc.) did not turn on while trying to boot.
- GPU does not light up at all.
- Holding down on the case's power button does not turn off my PC. I have to press the switch on the back of the PSU to turn off the system.

This is my parts list in case it helps: https://pcpartpicker.com/list/JYtQxg

Any help would be appreciated!

try taking out your gpu and just using the igpu. it may not have worked before because the gpu was still in.

In the top right of the board (just above the RGB headers/24-pin connector) there are some status lights:

Are these lighting up?  If it's sticking on one, which is it stuck on?  That will potentially give some idea where the problem may be.

Welp...it indeed was the PSU. Used an old 750w I had lying around and everything worked. I even heard the pump working, the GPU actually lighting up and finally managed to boot into the BIOS. Thank you for the suggestions!
