If I use the pc while plugged in, the gpu draws more than 20W;
while detached it draws less than 20W (even in "best
perfomance" mode). This is the norm. However, if I start the pc
while plugged in, then detach it, and finally reconnect it to the
wall, the system draws 20W maximum (with an average of
15W).


If I want to be sure that CPU ad GPU will draw more than 20W each, I have to restart the laptop once connected to the wall. Otherwise, it will remain as if in a battery powered mode. But restarting the PC each time is somewhat of a nuisance (you have to stop what you are doing, save every open task, connect, restart the PC, reopen everything...).
I think it is safe to exclude thermals from the equation: l am in
an hotel right now, and I was able to activate the high wattage
mode while working on the bed. I also don't think it depends on
the battery charge: activated it with the battery at 55%. I even
tried to cap battery charging at 50% to see if it could activate
when the battery was fully charged, but it drew 20W
again....
I have also tried different drivers...

I have the same issue with different chargers. My main one is a
UGREEN 140W charger (USB PD 3.1). I also tried a Baseus
EnerFill FE11 (100W). I have a Framework Laptop 13 with AMD7640U.
Someone with the same issue?
