PC displays but can't get into BIOS

My friend got an old pc from a friend, with all the necessary components to run. We plugged it in to a monitor, and it displays the message "reboot and select proper boot device", but I am unable to get past that screen.

Well... to get past that screen you need a drive with an OS installed plugged to the motherbaord.

If you want to enter BIOS, it has to be done before that step (BOOT step)
